Slim saw a niche in the Panamanian electricity market and decided to invest after becoming interested in the Baitún project.
The company that was previously developing the site, Complejo Hidroelétrico Progreso S.A., staggered the construction for four years.
The project was submitted to public bidding, in which eight companies took part.
Progreso has previously requested several extensions and did not comply with the ASEP conditions.
This resulted in the paralysis of the hydro electric construction.
Ideal made a combined offer for the hydroe lectric projects of Baitún and Bajo de Mina, which currently are ubeing built.
