PANAMA. Panama’s free trade agreement (FTA) with the United States cannot be ratified by the Congress and the Senate until that country sorts out issues relating to its labor and banking laws, says the Democratic chairman of the House Ways and Means Committee democrat representative, Charles Rangel.
Rangel made his statement after a news report said that he had expressed optimism that the House would take up the FTA before President Barack Obama traveled to the Summit of the Americas in April.
Rangel said that in conversations with the government of Panama and the US ambassador he said that Panama should meet the International Labor Organization labor standards and find a resolution of the tax haven issue that currently has been discussed by the two governments.
Panama’s FTA is one of three agreements negotiated by the previous administration.
