The U.S. government has never made any comments about the reasons why it does not allow Balladares in their country, but there have been comments in local newspapers that this was due to his alleged involvement in giving an irregular number of visas to Chinese immigrants who used Panama as a springboard to enter the United States.

The Charge de Affairs of the United States Embassy in Panama, Thomas Mesa pointed out that his government has not given a reason behind the denial of the visa to Ernesto Perez Balladares and that the American authorities do not have to consult any government to give or deny a visa.

Balladares has accused the Panamanian government of not making any effort to help him obtain an explanation from the United States about why he was not allowed in after he finished his administration.
