Rayo Montaño, who was the head of a powerful net of drug traffickers, was captured in Brazil, on May 18 2006 by the DEA. Operation “Twin Oceans” took place simultaneously in more than five different Latin American countries, which netted dozens of members of the criminal organization, which had the capacity of moving 26,000 tons of cocaine a year.

Prosecutor Jose Abel Almengor charged 131 people with money laundering in 51 local banks.
