According to the Panameñista supporter, Gustavo Gamboa, Martinelli’s choice was not the best one, because it is in clear violation of the agreement he and elected vice-president, Juan Carlos Varela made before the Public Defender Office of quashing the security decree laws approved by President Martin Torrijos in August 2008.

The Panameñista said he finds it difficult to believe that Varela and Martinelli violated that agreement and are using the Decree Law 5 to appoint Perez, who is a former military man.

Gamboa added that his main concern is the merits that Noriega took into account to promote Perez to that post.

The former director of the National Police, Oswaldo Fernandez said that the people should give Perez the opportunity to prove himself, before judging him. Perez has degrees and diplomas from several American universities including Harvard University.
