PANAMA. The Spanish company Grupo Gas Natural is coming to Panama. With the purchase of Union Fenosa in Spain, it becomes the Panamanian government’s partner in the company Edemet-Edechi.

As the multinationals cary on their usual business, the Panamanian government is watching and waiting. The Authority for Public Services (ASEP) says that “the purchase and sale of stock are normal movements held in the globalized world.”

The only possible legal problem ASEP sees is “if the company turns into a double agent, in other words, becomes both a distributor and generator (of electricity).” The ASEP claims that will not occur with Gas Natural.

However, on Gas Natural’s webpage, the French-Belgian company GDF Suez appears with a 8.83 percent indirect participation. GDF Suez generates electricity in Panama, and is expected to offer 30 percent of the country’s supply after 2010.

Gas Natural has still to present itself formally to the government as the new investor in Edemet-Edechi.
