The Centre for Justice and International Law (CEJIL) is taking Panama to the Inter-American Court of Human Rights (CIDH) because of the condition of the country´s prisons and detention centers, for not investigating complaints of torture and mistreatment, and for failing to ensure due process in immigration procedures.
Panama has already been taken to CIDH twice for failing to uphold human rights.
Last June, the UN reported that by giving a concession to AES Changuinola to build a hydroelectric plant without the consent of the communities living nearby, and for forcibly removing Ngobe-Bugle residents from the area, Panama had not upheld the rights of indigenous peoples.
The CIDH requested Panama to suspend the AES hydroelectric project in Changuinola as a precautionary measure, a decision the Panamanian government has yet to implement.
In August, the CIDH agreed to consider Panama’s alleged violation of 12 articles of the American Convention of Human Rights.
A march is currently underway by the Ngobe-Bugle people to draw attention to the CIDH decision.
Elsewhere, in Petaquilla, another group of indigenous people is protesting against the mining company which destroyed their homes and has broken the terms of their concession.
