PANAMA. Panama's supreme court has backed the government’s decision to hold up the new accusatory penal system for two years.

The postponement was proposed by the Cabinet at the request of Minster of Justice , Jose Raul Mulino.

The system is intended to strengthen and speed up the processing of trials.

At the Wednesday meeting of the State's Pact for Justice, the majority of the members favored the two year delay.

Harley Mitchell, President of the Supreme Court said he didn't opposed the delay saying he respects the Executive's request.

Present at the meeting were Harley Mitchell, Oscar Ceville and Rigoberto Gonzalez from the Attorney General's office, Magaly Castillo from the Justice Alliance and Carlos Lee from the Justice and Peace commission. The Justice Minster , was absent.

While the judiciary is on side, civil groups were less than thrilled. Magaly Castillo, ofthe Justice Alliance said the postponement proposal was a joke.

“The decision taken by the cabinet is a disappointment not only nationally and internationally”.

The proposal for delaying for two years has to be analyzed by the Assembly first.

Carlos Lee, from the Justice and Peace commission said the postponement is not justified. “My suspicions are that it wont happen in 2011, nor in 2014, there is no political will for this new system to come into effect”.

Representing the public ministry, Rigoberto Gonzalez, said the Assembly debate will try to minimize the wait time or will enforce the postponement “but it it will allow us to introduce the new system gradually”.
