PANAMÁ. The Department of Urban and Domestic Refuse cannot justify the $26 million that supposedly the government owes to them, said the new director the organization, Harmodio Montaner.

Montaner explained that although the former mayor Juan Carlos Navarro had assured them that the central government owes $41.3 million to the Refuse Department, they can only find invoices to a total of $15 million.

The government accumulated the debt after they did not pay the Refuse Department for collecting toxic waste from around local hospitals and health centers.

When the mayoral office switched hands to Bosco Vallarino, however, it became apparent that the central government had no intention of paying off their debt to the Refuse Department.
