Almost three months after government officials forgot to submit a renewal application for the European Union’s Generalized System of Preferences PLUS (GSP-PLUS) tariff benefits, President Martin Torrijos approved the laws creating the Eurobonds, to benefit exporters who would otherwise find themselves at a disadvantage when trying to export products to the European region.
The measure will run from January to June 30 2010, at which time Panama will once again be able to participate in the GSP-Plus program, assuming officials remember to apply for it on time. Exporters will receive direct benefits in the form of a fiscal stimulus equivalent to the value of the tariffs paid on top of the fixed rate mentioned in the GSP-Plus program.
The new law also establishes a package of incentives for non-traditional exports.
Blame has been passed around in the Ministry of Commerce and similar government offices, with some pointing their fingers to the Panamanian ambassador in Belgium, Pablo Garrido, brother of the PRD presidential candidate, Balbina Herrera.
