MOSCOW. President Dmitry Medvedev is ordering new restrictions on the sale of beer and similar beverages in what appears to be his first effort to battle Russia's rampant alcoholism. Medvedev has publicly decried Russia's drinking problem and its effect on the nation's well-being. A study published in June in The Lancet medical journal found that drinking has caused more than half of deaths among Russians aged 15 to 54 since 1991.

MADRID.Venezuelan President Hugo Chavez and Spain's King Juan Carlos appeared to have put their dramatic public spat of 2007 well behind them when they met on Friday, even sharing a joke about the monarch's recently grown beard. Chavez said to the king: "You've grown a beard like Fidel," to which the king replied: "I'm changing my look."
