Assistant Prosecutor, Eduardo Guevara thinks that Ramos was killed because the criminals were looking for a car to use in another crime.
The two released men were inspectors of the Immigration Department and were detained after a citizen said that an official vehicle was seen fleeing the scene of the murder.
